It's just a koopa troopa saying "bah bah" like, he's just singing with the theme playing, what's so special about that? and it literally only lasts a few seconds anyways. I play new super mario bros u deluxe and always hear a koopa troopa saying that. other enemies too, it's not a big deal to talk about.
