"I'm on a waiting list. It's not as easy as they make it seem." That's the problem right there. We need more of that. More prevention, more therapy, more help. Less criminalization.

Arresting people in their "war on drugs" doesn't work. Period. Arrest the dealer maybe, but stop punishing the user.
