Both speeches were inspiring in their own way. Oliver and Kara fight everyday to make sure that people don't suffer the way that have or lose what they have and these speeches prove that. To the question "Who did it better?" I say the following reasons for each speech:

You cannot stop a riot with a speech; once people are acting as a mob, they are impervious to reason. On that basis I find the scenario in Arrow implausible, and I have to go with Supergirl's speech.
